Can the app be enhanced between the date a finalist is selected/notified and when the beta testing period actually begins/ends?

Finalists can absolutely continue to enhance the apps before and during the beta test phase. The hard stop will be the week of final judging beginning on or about November 5th. You could continue to update the app during that week, but we can’t ask the judges to go back and retry an app after they’ve already deliberated. If you made a change after a judge has already made his or her evaluation, your change will be not be reflected in the feedback.
