Reservation needed?

It seems to me that this project may be missing a critical component: a reservation system. If I am working in a food kitchen and tell a homeless person that there is one bed left at a shelter 3 miles away and that bed is taken by another person by the time that person gets there, what good is it? If there is something I'm missing here in terms of how shelters operate, please feel free to correct me.

    Don't worry, if they choose my submission when I am finished, a reservation system will be built in. I have designed that into my backend from the start.
