Uptime Requirement

"Demonstrates at least 99% uptime."

How will this be measured? The submission form only includes a website link and a video link. Are the reviewers going to be continually accessing the website to ensure some statistical measure is achieved to show somehow that 99% uptime is achieved?

Furthermore, since this is a data driven application are we going to be penalized if the underlying data source is not up 99% of the time even if we have no control over that fact?

My suggestion is to remove this requirement. It is untestable as stated and carries a lot of implications that have not been fleshed out (as shown in the rules).
