An App is not a website (and vice versa)

As I read the rules, you want us to create BOTH a mobile app (Andorid/iPhone) and a website (IE, Chrome, FF, etc).

These are two very different things that achieve very different goals.

In the judging and beta testing you do not address how the website will be judged at all. Will the website require interactivity? Will there be a need for data entry on the part of the shelter workers?

Please define your requirements better.
