What constitutes a "device?"

The rules do not describe what type of "device" needs to be provided for the Beta testing phase. Is the device a mobile phone, a laptop, a desktop, what? Are we expected to procure this device with our own money? Will the prize money for being a finalist be awarded to the finalist prior to requiring them to purchase a device?

This requirement makes the contest seem restricted to those people who can afford to purchase "devices" at their leasure. It can be construed as being an unfair advantage if I cannot afford to provide a device.

Please Clarify.

    As a follow-up to my question here... would we also be responsible for the data plan associated with this mobile device? I am assuming they would need one unless they relied on a free or existing wifi service of some kind.
